Usually the combo locks like the one on your case are shipped with the
000 setting. A new combo lock on the case should have been shipped set
to 000 and should have had a red plastic thingamajig through the
tumblers, which have a small hole at the 0 position.

To change the combo from that or any other setting, you need to push the
latch in the opposite direction when the combo is set to open, that is
toward the tumblers, and while holding it pushed in, change the combo to
whatever numbers you desire. Once you have changed the numbers, release
the latch, and your new combo is set.
